On May 9, the Middlesex County Planning Commission voted to recommend denial of a proposal to create “a new zoning district,” for resort manufactured home communities.
This is the second attempt by the applicant Leonard Powell, of Deltaville and Hyattsville, Md., to change the zoning ordinance so there could be manufactured home parks on parcels zoned Waterfront.
Powell said he owns about 40 acres where Jackson Creek meets Chesapeake Bay in Deltaville with 22 acres as beachfront. His plan includes him selling manufactured homes then renting a lot in his community to the buyers.
Usually the proposed zoning amendment would now go to the Middlesex County Board of Supervisors, which is the only body that can grant zoning changes or special exceptions. Powell could withdraw the application, which he did before.
