County ponders sewer system for Saluda and Hartfield

The design of the wastewater collection system for Topping is well under way; and on Aug. 2 the Middlesex County Board of Supervisors got a preliminary look at wastewater collection systems for Saluda and Hartfield.

The estimated cost for Saluda is $1.7 million in construction costs with another $284,000 in engineering, said Ken Turner of Timmons Engineering, who said Hartfield’s collection system is $1 million with $260,000 in engineering. The estimates total $3.2 million.

These estimates could fluctuate and the actual costs could be higher, said Hartfield Supervisor John Koontz.

Big picture

The Topping sewer line will primarily serve Grey’s Point Camp, which has 770 sites and plans to expand. The sewer line will be on the east side of Grey’s Point Road (Route 3) because the water line was installed on the other side and the two lines must be separated.

HRSD has committed to build, at its cost, a main sewer line from Saluda to Hartfield and on to Mathews County where it will tie into an existing main line on Route 198 that leads to Gloucester and the Yorktown treatment plant that discharges into the York River. The main line is estimated to be built by 2024, at which time the treatment plants in Urbanna and Saluda will be shut down, ending discharge into Urbanna Creek.

Water and sewer

Middlesex County will be able to use the DEQ required environmental assessments for collection systems that were done for the water system since the collection systems will follow the water system.

HRSD requires that sewer customers be connected to a metered water system because the monthly charge for wastewater treatment can be determined by how much water is used by the customers.
