Garth Wheeler gets nod as town administrator; Roy Kime Sr. selected as zoning administrator

On Friday, Feb. 5, the Urbanna Town Council voted to hire Garth Wheeler of Urbanna as interim Urbanna town administrator and Roy Kime Sr. of Williamsburg as interim zoning administrator.
Both positions have been vacant since Jan. 1 after town administrator Holly Gailey resigned and zoning administrator John Gill retired effective Dec. 31, 2020.
Town administrator
Wheeler, 66, is retired from a 42-year-long career in law enforcement. He capped his career by serving as chief deputy with the Middlesex County Sheriff’s Office from May 2015 until retiring in February 2019.
“I’m looking forward to serving the community and working with the Mayor and members of town council,” said Wheeler. “I’ve been in public service for over 40 years and look forward to putting that experience to work for the Town of Urbanna and its residents.”
Zoning administrator
Most recently, Kime was the town manager and zoning administrator for the Town of Irvington from 2017 to 2020 and was responsible for administering an annual budget of approximately $250,000. Kime lived in White Stone for 15 years, before moving to Williamsburg.
From 2009-2013, Kime was senior deputy general counsel to the federal entity established by Congress to monitor the distribution of economic stimulus funds to prevent fraud, waste and abuse. From 1999 to 2009, Kime was attorney advisor with the Office of the Inspector General of the U.S. Department of Interior.
