An ordinance regulating short-term rental properties was approved by the Urbanna Town Council on Oct. 22. Council’s action followed a public hearing at which no one spoke.
The ordinance makes short-term rentals a permitted use “by right” in R-1 Low Density Residential districts and the B-2 Special Waterfront Mixed Use districts, without the need for a special use permit.
Council and the planning commission earlier tweaked a provision requiring “the dwelling unit must be used and managed by the owner as his/her primary residence, which means that he/she resides there for at least 185 days during each year or is a second home where the owner has a local representative or agent who will provide property management services on the owner’s behalf. Any short-term rental unit operating on the date of the enactment of this ordinance shall be exempt from this section…
